  • CDPH achieves its mission through the following core activities:
    • Promoting healthy lifestyles for individuals and families in their communities and workplaces.
    • Preventing disease, disability, and premature death and reducing or eliminating health disparities.
    • Protecting the public from unhealthy and unsafe environments.
    • Providing or ensuring access to quality, population-based health services.
    • Preparing for and responding to public health emergencies.
    • Producing and disseminating data to inform and evaluate public health status, strategies and programs.
  • Essential Public Health Services
    • In order to implement our Core Activities, CDPH will effectively deliver these Ten Essential Public Health Services directly and/or through strong and effective partnerships:
      • Monitoring health status to identify community health problems including health disparities.
      • Detecting and investigating health problems and health hazards in the community.
      • Informing, educating, and empowering people and organizations to adopt healthy behaviors to enhance health status.
      • Partnering with communities and organizations to identify and solve health problems and to respond to public health emergencies.
      • Developing and implementing public health interventions and best practices that support individual and community health efforts and increase healthy outcomes.
      • Enforcing laws and regulations that protect health and ensure safety.
      • Linking people to needed personal health services and ensuring the provision of population-based health services.
      • Assuring a competent public health workforce and effective public health leadership.
      • Evaluating effectiveness, accessibility, and quality of public health services, strategies, and programs.
      • Researching for insights and innovative solutions to public health problems.
  • CDPH Public Health Decision Framework
    • The California Department of Public Health (CDPH) has established a united, three faceted Public Health Decision Framework (Framework) throughout CDPH. The Framework's three facets consist of the Core Public Health Functions and Ten Essential Public Health Services, the Healthy People 2020 Advisory Committee Criteria and the Determinants of Health. This Framework will better position CDPH to respond to the changing public health concerns of the 21st century, while maintaining the gains and achievements made in public health during the past century. The Framework will guide CDPH in proactively prioritizing our work, and will serve as an outline to develop and revise the next CDPH Strategic Plan. The Framework also supports CDPH's mission to optimize the health and well being of the people in California and will help CDPH move closer to its vision of healthy individuals and families in healthful communities.
    • Additionally, this Framework will focus CDPH efforts on core public health functions and provide guidelines for all CDPH programs. The Framework will provide for unified messaging throughout CDPH, enable CDPH to promptly address the shifting population burden for public health and proactively respond to budget concerns and programmatic changes.
