Background

Off-road vehicle use dates back to the 1900s, when French military engineer, Kégresse, invented what is now considered the first true off-road vehicle[1] Recreational use of off-highway vehicles (OHVs) did not become widespread until the 1950s, when motorcycles became popular and the desire to ride motorcycles off paved roads surged[2] In the 1970s, OHV use became even more popularized[3] through dirt bike and [1] racing,[2] but restrictions on where riders could go were lacking[3], raising several environmental concerns.
