Background
The Hollister Hills State Vehicle Recreation Area (SVRA) began as 600 acres of privately owned land purchased by Jesse Whitton after an expedition through the area with C. Fremont in 1846.[1] In 1959, Jesse Whitton's great grandson, Howard Harris, inherited the land and created what is now known as the Hollister Hills SVRA.Cite error: Closing </ref> missing for <ref> tag Recreational use of off-highway vehicles (OHVs) did not become widespread until the 1950s, when motorcycles became popular and the desire to ride motorcycles off paved roads surged.[2] In the 1970s, OHV use became even more popularized through the onset of dirt bike and motocross racing,[2] but unmanaged and unrestricted OHV use began raising environmental concerns[3].]]
