Pure Water Monterey: A Groundwater Replenishment Project

Summary

The Monterey Peninsula Groundwater Replenishment Project (GWR Project) proposed in 2010 by a partnership between Monterey Peninsula Water Management District (MPWMD), Monterey Regional Water Pollution Control Agency (MRWPCA), and California American Water Company (CalAm) aims to establish a reliable source of drinking water by recharging the Seaside Groundwater Basin. Modeling the GWR Project in Orange County, the agencies propose using treated waste water and injection wells to recharge the Seaside Basin beginning in 2016. The project goal is to provide CalAm with an additional 3,500 acre-feet per year (AFY) to replace water that is currently drawn from the Carmel River, since CalAm has been issued a Cease and Desist order from the state to reduce waster diversions from the Carmel River by December 2016 [1].

The GWR Project will recharge the Seaside Groundwater Basin as a source of drinking water by taking treated water from the Marina water treatment plant and injected the water underground using a series of shallow and deep injection wells [1]. Injected water will mix with existing groundwater in the Seaside Basin for storage until CalAm begins to use the water to supply its customers [1].

Laws, policies, & regulations

In accordance with the California Environmental Quality Act (CEQA) the project must prepare an Environmental Impact Report (EIR). Under CEQA the lead agency will be the Monterey Regional Water Pollution Control Agency (MRWPCA). MRWPCA is currently preparing the EIR.
